Staff, Parents and Community Members of the West Mifflin Area School District,
As you know, for the last year, the West Mifflin Area School District has diligently pursued discussions with the Pennsylvania Department of Education and Duquesne City School District regarding the costs and expenses incurred by West Mifflin for the education of Duquesne students. Despite significant time and efforts expended to supply the Department with the information that it requested to evaluate West Mifflin’s concerns and to seek a response from the Department regarding these matters, the Department has failed to provide West Mifflin with the courtesy of a response or its position since February 2016. The parties are in no different position today than they were four months ago.
I encourage everyone to read the attached Petition for Review. It documents and details more than three years of research, fact-finding and personal experience. It is an easy read that explains our position and frustration.
Because the Department of Education and Duquesne have failed to put forth a response or position, on May 23, 2016, the West Mifflin Area School District filed a Petition for Review against the Pennsylvania Department of Education, Secretary of Education Pedro Rivera, the Duquesne City School District and Duquesne’s Receiver, Dr. Paul Long. The Petition for Review has been docketed with the Commonwealth Court at 314 MD 2016.
It is unfortunate that the untenable situation created by the actions of the General Assembly, the Department and Duquesne regarding the education of Duquesne students has left West Mifflin with no other recourse. West Mifflin remains committed to serving the Duquesne students, as it has done since the 2007-2008 school year, but must receive legally-mandated and appropriate revenues and reimbursements reflective of the actual expenditures to do so.
